I believe it would be more cost effective to suspend the manned space program and use robots until a compelling reason exist to send humans to another celestial body. We would still perform manned experiments in simulators without the expense on travel till necessary. This I believe would give us much more potential discovery than having to support a complete habitable environment for humans.
