According to MSNBC,

A senior law enforcement official told NBC News he is believed to be Micah Xavier Johnson, 25, from the Dallas area. Johnson is a veteran who was in the Army Reserves from March 2009 to April 2015, the Army confirmed to NBC News. He served a tour of duty in Afghanistan from November 2013 to July 2014, and received several awards, including the Global War on Terrorism Service Medal.

It is evident that Johnson was deranged. The murders of two black men by too cops evidently caused him to trip. As I mentioned on Facebook, if we had better gun control, neither the officers or the two black men would be dead.
